Tokyo is not a city in the conventional sense — it is a metropolitan prefecture (都, to) comprising 23 special wards, 26 cities, 5 towns, and 8 villages.
Governor
Yuriko Koike has been the Governor of Tokyo since 2016 and was re-elected to her third term in 2024. The governor serves 4-year terms with no term limits. The governor is the chief executive of the Tokyo Metropolitan Government.
Tokyo Metropolitan Assembly
The legislative body has 127 members, elected to 4-year terms. It handles legislation, budgeting, and oversight of the metropolitan government.
23 Special Wards
Each of the 23 special wards (e.g., Shinjuku, Shibuya, Minato) has its own elected mayor and ward assembly, functioning similarly to cities. They handle local services like garbage collection, education, and resident registration.
Headquarters
The Tokyo Metropolitan Government Building (TMG) is in Shinjuku. Its free observation decks on the 45th floor offer panoramic views of the city and Mount Fuji on clear days.
